That implies that abilities like Darkness Control, Cosmic Awareness, Weakness Detection, etc are legal. I have a player with Astral Projection and she would like to know if she can use her Cosmic Awareness while in Astral Form.

Yes, a character can use Cosmic Awareness while they're Astral because it's not an 'attack' in any way.

In this context 'offensive Abilities' are simply any Ability which is used as an attack. Mental Blasts are attacks, so the character would have to pay the extra fee to use them against corporeal targets while non-corporeal. Sorry for the confusion.
