Through the use of super speed the Flash can accomplish tasks quickly. For example, he might be able to read a 100 books in a second. I assume these type of game mechanics are not built into the Super Speed power in the book. Would it make sense to expand on the current power's capabilities, create a new power, or use Ability Modifiers to allow for this effect.

The Super Speed ability addresses the combat-balance relevant aspects of the power.

You could certainly make up new abilities to cover the non-combat stuff, though a generous GM might simply want to hand-wave it and say, "yeah, and you can read fast and stuff as long as you're paying the PR cost".

Thanks. I think a mechanic that might work well would be to judge the time for a task based on the Duration chart. The time required could be moved down the duration chart depending upon how many CPs of Super Speed the character has. Maybe use every 5 CPs or 2.5 CPs like most Ability modifier costs.
