Post Military Equipment Creation Power

I am looking at making an NPC who can create military equipment as his main power (110cp character), what is the best way to go about this power? Arsenal does not seem right and I Shaping does not either.

I'd just buy the individual component abilities as Special Weapons powers and apply the Multi-Ability modifier. After all, if he can create them at will, the limitations in Gadgets isn't really relevant. Depending on how many you need, that may be prohibitively expensive, in which case Arsenal with appropriate modifiers may be the only way to go, as V&V 3e doesn't offer too many options with really open-ended powers.

That may work but what would really make it work would be if there was a variable modifier so for one attack the weapon may have autofire and later change the autofire for AOE, it would be costly but would make it work.
