Though I'm not a fan of random character gen (in anything, really, but supers in particular) a couple of the things Jeff here did help considerably in the functionality of a character (if not their coherence): 1. Powers are rolled in categories (offense, defense, other) so you're only likely to be stuck with a character without any attack capability or a useful defense if you did so deliberately; 2. The fact the powers default to being bought in unitary chunks of points (20 usually) means you aren't going to get the situation where one character is vastly overpowered and one vastly under, as you could have happen with the prior versions of the system.
