Under Regeneration, when it says it "takes a turn", is this supposed to mean that it takes an entire round?

Or does "takes a turn" mean it takes one turn (i.e., an action)?

V&V GM and player since 1982, my current campaign is 29 years old

I think they mean it takes your entire Turn, sacrificing both your Movement and Action Phases to Regenerate.

REGENERATION

The character has the Continual Ability to heal hit point damage more rapidly than normal. The character must specify a form of damage that they can only recover from at the normal healing rate: fire, silvered weapons, wooden stakes, etc. Regeneration takes a turn to use; the character must ‘rest’ during that turn in order to Regenerate. PR = 0 per use.

That means you can't spend Power (2.2.2) and you can't engage in 'strenuous activity' (4.13.3). It sounds like you have to pass your turn entirely.

As an aside, Regeneration is further confusing because the different tiers have a very different relationship to game time than the Round/Turn structure. For example, at 10 CPs you Regenerate 1 Hit Point per 3 Minutes. That's 18 Combat Rounds. So, if you Rest during your Turn, do you then have to start keeping track of in combat time and subsequent out of combat time to decide when to regain your 1 HP? Does it happen at the end of those 3 Minutes? If If you have 17.5 CPs in Regeneration you regain 1 HP per Round, but when does that happen? At the end of the Turn you Rested? During the Between Turns/Cleanup/Maintenance Phase?

This is a highly situational Ability, and one I tend to avoid because of that fact. Regaining a mere 1 HP per hour for example, is only useful if your GM put you through back to back fights that occur day after day. Regenerating 2 per Round might be useful in certain situations, but at that point just change it to Power Regeneration via the modifier of the same name, as getting 4 back means using your abilities more often, and rolling with more damage, which is better than taking it in the first place.

Now, since it's Continual, and being Unconscious is the same as Resting (4.13.3) then one could assume that you regain your Regeneration amount while Unconscious. This changes it from a very situational Ability to a very good one. Say you have 20 CPs in regeneration, and you have 10 Hit Points. You take 6 damage from a Power Blast and get knocked unconscious for taking over half of your remaining Hits in damage (4.8.4). During each of  your Turns spent Unconscious/Resting you would regain 2 Hit Points. Just some food for thought.
