"No Escape A durational offensive combat Ability offers the victim no reasonable means of early escape, there is a cost adjustment of (+15)."

What exactly does this do?

I'm guessing you don't get to attempt additional saves to escape. It sounds powerful, but it does have a steep cost.

I’ve been talking with my players about it. As near as we can figure, if an Ability has an extended Duration via the modifier and No Escape, then the target of said Ability only gets their own Recovery Saves. For example, if a target is the subject of Mind Control with a Duration of two rounds, and No Escape, they will only get one Recovery Save every second round. They  do not get saves for other PCs trying to snap them out of mind control, or when being ordered to do something against their nature. This is an extremely potent modifier, but I think the 15 CP cost makes it balanced.

That would be really powerful.  I'm wondering about when others use their action to snap one out of it (and whether that too should be excluded).

That's why I've put it to a question. The phrase "offers the victim no reasonable means of early escape" is really broad. The only "early escape" I can think of in the rules as written is when someone tries to intervene on the victim's behalf.
