That's really cool... I like it. Its kinda like instant Law & Order: Super Heroes Unit... just add characters.

How does this sound:

The interrogator gets a +1 bonus for every four whole levels he has over the subject, Turn-about is fair play; there is a -1 penalty for every four levels the subject has over the interrogator. Example: Rookie villain Lampblack (L1) has managed to capture the legendary crime-fighting luchador El Demolisher Cósmico (L10); he grills him to determine where the hero has hidden the Tantalus Vines. Lampblack's rolls on the Interrogation Table are made with a -2 penalty, because the wrestler has at least eight character levels over the villain.
