Oh. I openly admit these are 'cheat' writeups. But, like I said... I was shooting for an 'over-the-top' V&V con session. So, I *greatly* bent the rules.
(ODDLY, amongst my old V&V group.. .these guys would be considered 'lightweights'. *THAT* is just what you get, when the only available superhero rpg players locally, are a bunch of staunch 'power gamers'.)
Also, in my games, players can permanently 'burn' inventing points to acquire new powers -or- improve old ones. ...If that helps any.
What specifically about the writeups gives you a problem? Which ones? Are you talking about all of them or just Megadeath? Is my math off? (It occurs to me that I might have 'misapplied' weight-trianing, in my rush to get him ready for the con. I'll have to break out the calculater and doublecheck him.)

Laslty, if you think THESE guys are bad... Let me tell you about 'Green Hornet/Black Dragonfly' sometime... *HE*... 'RE-DEFINES' the term 'cheat'!! (I already told Tom about this guy. He knows what I am talking about/had to deal with to run a V&V campaign for my group.) THAT specific writeup set the standard for what I came to consider... 'V&V tough'. (He could literally throw down with Maxima and Behemoth, at the same time, and NOT even break a sweat.)
Experience level 9 is actually the point at which I stopped playing MEGADEATH. The 'power-level' of the game at that point had just gotten completely out of hand. (Any 'one' of the heroes in our group could have taken on the Destroyers singlhandedly... Well,... Mostly. And, 'everything else' in the V&V universe was just a 'joke' to fight.) That just seemed pointless to me. Not 'fun' at all. (I much preferred the simpler 'base line' V&V games we played in the beginning.) However, my players 'ate up' the higher-level adventuring. (That was kind of the main point behind the Mega-Game. To run something so totally 'off-the-charts', that nobody was the 'wuss hero' of the bunch. I ran it for yucks. But, my players thought it was great and took it much more seriously. Heck. They were STILL complaining about not having enough 'power', even after that. *sheesh*) I just kind of started using the 'quidelines' I established for that scenario, as my default guidelines for 'top tier' superheroes.
These days, if I get lucky enough to sit in on somebody else's V&V game... (and they will let me play Megadeath)... I'll first ask them what 'experience level' is acceptable for play through their scenario... and then I'll rewrite/scaleback Megadeath to that point. (Thats why I keep a ton of blanksheets onhand.) What you see here is the 'combat monster/master-level superhero' version. NOT really intended for continual, longterm scenario play and developement.
